Background to the Project:

Oil India Ltd (Oil), Duliajan has signed an MOU with IIE, Guwahati (An autonomous organization of the Ministry of Micro, Small & Medium Enterprises, Govt. of India) on 2nd December 2013. As per the MOU, Oil as a part of its Corporate Social Responsibility (CSR) has agreed to extend financial assistance for various activities viz. Entrepreneurship Education, Skill Development training programmes, Livelihood clusters and Solar Solution Initiative for a period of 5 years in the Oil operational areas. IIE, Guwahati has agreed to implement the above activities under the umbrella of a distinct entity named Centre for Sustainable Livelihood Promotion (CSLP).

About the Project Swabalamban

Collective rural development in Oil India Limited had started as early as 1962. Since then till date, a lot of changes have taken place in terms of OIL’s expanding horizon of exploration, production and diversification of business. The fluidity of changes towards enabling economic growth of the region has also led to increasing expectations of the local populace or in other words OIL’s responsibilities towards the local communities has increased manifold. Keeping in perspective the growing needs, over the years OIL has graduated from a welfare Company to a Company with a definitive objective of creating sustainable empowerment and inclusive growth of the people amongst whom it operates. Being a public sector organization, OIL considers it as a pertinent responsibility to shoulder the national and international development goals and as such has been supporting several key areas like health, education promotion of livelihood, development of rural infrastructures, etc. in the recent past.

Today one of the main reasons of growing social unrest in the primary agrarian region is the lack of employment avenues and lack of adequate industrial growth. The growing unemployment scenario has posed a serious threat to the growth of the society and the Nation at large. OIL being one of the major industries in this part of the Country, which is catering to the socio-economic development of the residents of its operational areas, more and more unemployed youths expect OIL as the only source of direct/indirect employment and therefore very few have explored other sources of employment which lies beyond OIL. With over 1400 villages under its extended operational areas, it is becoming increasingly difficult for OIL to meet the expectations of the people.

Given the large numbers of unemployed youth in OIL’s operational areas and the emphasis on skill & capacity building by the government agencies, an urgent need was felt to raise the present capacities to enable all inclusive agenda to provide job oriented training to the rural hinterland. Oil India Limited has therefore taken up Project Swabalamban, an ambitious skill and capacity building project launched to equip the youth of OIL’s operational areas with certain set of necessary skills in selected sectors depending on their areas of interest.  It led to the signing of three landmark MoUs on 2nd Dec, 2013 at Fields Headquarter of OIL, Duliajan, with three agencies, namely Indian Institute of Entrepreneurship (IIE), Guwahati, Construction Industry Development Council (CIDC), New Delhi and IL&FS Educational Technology Services (IETS), New Delhi for capacity building and placement linked skill training of youths from OIL's operational areas. Through these three MoUs, OIL aims to provide skill based employment oriented training to 25000 youths from the catchment areas where OIL operates within a horizon of five years.

OIL’s Project Swabalamban has a 360 degree advantage wherein placement linked skill training will focus on various employable skills  in sectors like Construction Industry, Hospitality & House Keeping Management, Industrial Sewing, Jewellery Making, Electrician, etc. besides setting up of livelihood clusters in areas like handloom & handicrafts. Entrepreneurship Awareness Programme for students and teachers are also imparted to create awareness on the need and importance of entrepreneurship as one of the career options.

The project therefore, would help the large number of unemployed youth of the society irrespective of gender perspective to be gainfully employed leading to their social and economic empowerment including the welfare of their families.

Gradually, OIL aspires to usher in an ideal situation wherein the aspirations of the people would be fulfilled to an extent by engaging them in productive employment opportunities resulting in peaceful co-existence of industry and the society.

Background to Base Line Survey:

 The Base Line Survey will construct the blueprint for the Livelihood Clusters Programme. The Baseline Survey is important before the roll out of the Livelihood Clusters programme as it will provide inputs to formulate the implementation strategy and soft intervention along with annual action plan. Two clusters will be implemented per year. The strategic intervention during implementation tenure of Livelihood clusters will be (i) Trust Building & Social Mobilization, (ii) Capacity & Skill Development (iii) Product Development through design development or technology inclusion & (iv) Market promotion.

The draft report of the Baseline Survey for the 10 identified blocks in Tinsukia and Dibrugarh districts is the crucial component of this Project. The draft report will be submitted to Oil India Ltd, Duliajan by end of April 2014. Based on the Baseline Survey, future strategy of the Project implementation for the next 5 years will be determined.
